🧭 Why a device list goes stale and a device test does not
Ask most parents which water safety devices they own and you get a confident answer. Ask when any of them was last set off on purpose and the room goes quiet. That gap is the whole subject of this page.
The market for pool alarms, door chimes, wearable bands, cameras and monitoring apps turns over constantly, and every buying guide is a snapshot of one shopping season. A list of recommended products cannot help you with the device already screwed to your gate, the one that came with the house, the hand-me-down band in the pool bag, or the app a relative installed on a phone that is now switched off in a drawer. What you need is not a better list. You need a test you can run on anything.
Four questions do it, and they work in the order they are asked. The first sorts the device into the only two categories that matter. The second finds the ways it can stop working without telling you. The third checks that its one job — getting a message to a human — actually reaches somebody who can act. The fourth catches the failure mode nobody expects, which is the device quietly buying itself some of your attention.
🚧 Question 1 — does it prevent, or does it only announce?
This is the question that reorganises a whole yard, and most families have never asked it out loud. A four-sided isolation fence with a self-closing, self-latching gate prevents: a child who wants the water has to get past a physical thing. A pool alarm announces: the child is already in the water, and you now know about it.
Both are worth having. They are not interchangeable, and the difference is measured in seconds you either have or do not have. Prevention gives you all the time in the world. Detection gives you whatever is left between the splash and your arrival, minus however long the device takes to decide something happened.
Here is the part that surprises people: the standard the alarms themselves are built to makes exactly this point. ASTM F2208, the safety specification for residential pool alarms, states plainly that it is not intended to replace the other measures that should already be in place — adult supervision, fences, gates and locks. The manufacturers are not claiming what the marketing photograph implies.
The American Academy of Pediatrics reaches the same place from the evidence side. Its 2026 policy statement on drowning prevention names the environmental strategies with research behind them: four-sided isolation pool fencing with functioning self-closing and self-latching gates; close, constant, attentive and competent supervision; swimming competency; life jacket use when boating; and early rescue and resuscitation. Alarms are not on that list. That is not a claim that an alarm does nothing — it is a claim about where the evidence sits, and the evidence sits with the barrier.
So sort every device you own into two columns before you do anything else. Prevention: fencing, self-latching gates, door locks high out of reach, a power safety cover, a removed or locked above-ground ladder. 🔋 Question 2 — what has to already be true for it to fire?
Write down, for each device, everything that has to be true at the moment a child reaches the water. The list is always longer than the owner expects, and every item on it is a way the device can be quietly out of service.
A gate alarm needs a live battery, an armed panel, a gate that actually closes to the point the sensor reads shut, and a magnet still aligned after a season of the gate being knocked about. A floating surface alarm needs to be in the pool, switched on, not beached on a step, and not bypass-muted by an adult who got tired of it going off in the wind. A wearable needs to be on the child — which means somebody remembered, this afternoon, for this child. A camera or app needs power, a working connection, notifications enabled, an unmuted phone, and a person holding it.
Now notice what all of those have in common. A device that failed and a device that saw nothing are indistinguishable from the kitchen. Silence is the normal, reassuring, expected output of every one of these products, and it is also exactly what a dead battery produces. There is no other category of household safety equipment where we accept that.
Count the items. One or two silent failure modes is ordinary. Three or more and the device has earned a written monthly test — not a resolution to remember, a date written on a card. That test is set out below.

📣 Question 3 — who hears it, and how far are they from the water?
An alarm has exactly one job: move a message from the water to a human who can act. Most households have never checked that the message arrives.
The test takes two minutes. Set the device off, then walk to where you actually are when the pool is unattended — the kitchen with the extractor fan on, the laundry, the far bedroom, the front of the house with the door shut. Can you hear it there, over the television? Can somebody hear it who is not you?
This is not a refinement. The U.S. Consumer Product Safety Commission specifically advises that consumers use remote alarm receivers so the alarm can be heard inside the house or in other places away from the pool area. A poolside siren announcing a fall to an empty deck is a device that did its job perfectly and saved nobody.
Then add the second half of the question, which is distance. Suppose you hear it. How long does it take you to be at the water's edge — through a door, down a hall, around a corner, past a gate you have to unlatch? Time it once. That number is the real capability of your detection layer, and if it is long, the fix is not a louder alarm. The fix is a fence, and a person closer to the water.
👀 Question 4 — does owning it make the adults look less?
This is the question that turns a device from an asset into a liability, and it is the only one on the card that is about people rather than equipment.
Ask it plainly, out loud, of everyone who supervises: since we put this in, are we watching more or less? Do we check the yard as often? Do we glance up from the phone as often? Have we ever said yes to a swim, or to a few minutes indoors, because the alarm was on?
If the honest answer is less, the device has taken more attention than it gives back, and it is a net loss until the habit changes. That is not an argument for throwing it out. It is an argument for naming the trade out loud, because it happens silently otherwise. The point of detection is to catch the moment supervision fails, not to license the failure.

🧾 What each device type actually is, in plain English
ASTM F2208 recognises four kinds of residential pool alarm, and knowing which one you own tells you most of what can go wrong with it.
Type A, surface alarm. Floats on the water and senses waves at the surface. Easy to fit, easy to move, and the type most prone to going off in wind or rain — which matters, because a device that cries wolf gets switched off. It also cannot be used under a pool cover.
Type B, subsurface alarm. Mounted below the waterline and senses disturbance under the water rather than on it. Less troubled by wind, and it can work alongside a cover.
Type C, perimeter alarm. Detects movement at or just above the edge of the pool, before entry rather than after. Can be blocked by furniture, toys or a parked robot cleaner.
Type D, personal immersion alarm. Worn by the child and sounds when it gets wet. It only protects the child who is wearing it, on the day somebody remembered to put it on, and it will alarm in a bath or a sprinkler too.
Three common devices sit outside that standard. Door and gate alarms live on the barrier rather than the pool, and the CPSC recommends them specifically where the house forms one side of the pool barrier. Power safety covers are a prevention device, not a detection one — a motorised barrier over the water for when the pool is not in use. ⏱️ The sixty-second arm test — because “installed” is not “working”
Pick a day — the first Saturday of the month is easy to remember — and run the same drill on every device. It takes about a minute each.
One: confirm it is armed and powered. Fresh batteries go in on schedule, not when the low-battery chirp starts, because a chirp in an empty yard is not a warning anyone hears. Two: trigger it the way a child would. Open the gate. Open the house door. Drop a weighted object into the water. Wet the wearable. Do not test it by pressing the test button, which only proves the speaker works. Three: walk to where you normally are and confirm the alert reaches you there. Four: write the date on the card.
Four lines, once a month, and the difference between a layer and an assumption. 🏊 The one layer that is in the water with the child
Here is the thing every device audit eventually runs into, and it is worth saying without softening it.
A fence, an alarm, a cover, a camera and a wristband all work on the approach. They keep a child away from the water, or they tell you a child has reached it. The moment a child is actually in the water, every device you own has already done everything it is ever going to do. What happens in the next thirty seconds depends on two things only: what the child can do, and how fast an adult gets there.
That is also why the equipment does not travel. None of it exists at the neighbour's pool, the hotel, the lake, the rented house or the birthday party — which is where a great many children meet water they were not expecting. The layer that goes with the child is the sequence a lesson builds: get to the surface, roll onto the back, float and breathe, turn, and reach an edge. It is the only item on this page that cannot run out of battery, and it still does not make a child drown-proof, which is exactly why the devices stay too.

How do I test a pool alarm properly?
Trigger it for real, once a month, and time the whole thing. Put fresh batteries in, then set the device off the way a child would — open the gate, open the house door, drop a weighted object into the water, dunk the wearable. Then walk to where you normally are when the pool is unattended, usually inside the house with a door shut, and confirm you can hear or see the alert from there. Write the date on the card. An alarm that has not been triggered on purpose this month is an assumption, not a layer, because every one of these devices fails silently: a flat battery, a disarmed panel, a muted phone and a device that simply saw nothing all look exactly the same from the kitchen.
Do pool cameras and monitoring apps prevent drowning?
They detect and notify; they do not prevent. A camera or an app can only help if a person is looking at the feed or holding an unmuted phone, and then only if that person is close enough to reach the water in seconds. Treat a phone alert as the least reliable link in the chain, because it depends on notifications being on, the app running, the phone being charged, in range, and in somebody's hand. Cameras earn their place for reviewing how a child got to the water and for watching a gate you cannot see from the kitchen. They do not earn a place in the count of layers that keep a child out of the water in the first place.
Can having safety devices make a pool less safe?
It can, and this is the failure mode nobody buys a device expecting. If the alarm makes an adult check the yard less often, glance up less often, or agree to a swim they would otherwise have said no to, the device has taken more attention than it gives back. The honest test is a question asked out loud: since we installed this, are we watching more or less? If the answer is less, the device is a net loss until the habit changes. Test the receiver from the farthest room you use, and test it again after any change to the house — a new appliance, a new bedroom, a door that now stays shut.
Which pool safety devices are worth buying first?
Spend on prevention before detection. The first purchase is the barrier: four-sided isolation fencing at least four feet high that separates the pool from the house and yard, with a self-closing, self-latching gate whose latch is out of a small child's reach. If the house forms one side of the barrier, the next purchase is alarms on the doors that lead to the pool, plus a power safety cover for when the pool is not in use.
